Type of diet for people with diabetes

I've read a question from a Facebook group asking about what kind of diet is safe for people with diabetes. Can I have your insights regarding Low carb, keto diet, or even no rice diet if which one is better?

Is keto diet safe for type 2 diabetics? I heard about ketones that may form sa urine and blood if it tries to burn fat instead of calories..which can be fatal
